Sample Port Authority Creation Plan

Mineral City Council created a Railroad Committee.
The Railroad Committee became the Regional Rail Restoration Steering Committee to explore business and governance models and potential projects.
The RRRSC recommends to Council it create the Tuscarawas Valley Port Authority.
The RRRSC creates the TVPA enabling resolution.
The RRRSC creates a draft resolution to the Tuscarawas County Commissioners addressing powers and jurisdiction sharing between the TVPA and Tuscarawas County Port Authority, which must be enacted prior to the creation of the TVPA.
The RRRSC creates a resolution of support by Council for the sharing resolution being forwarded to the Commissioners.
Council enacts the resolution of support without yet committing to the creation of the TVPA, and both the resolution of support and the draft sharing resolution are sent to the Commissioners.
The Commissioners, interested Council members, RRRSC members, TCPA, and other County department officials debate the draft sharing resolution.
The Commissioners upon favorable advice from the debating parties approve a final sharing resolution.
The passed sharing resolution is then placed on hold until Council creates the TVPA.
RRRSC formally presents Council with the TVPA enabling resolution.
Council debates and passes the resolution, and the TVPA is created.
The mayor with advice of Council will determine the TVPA Board of Directors including number of positions and personnel for those positions.
The TVPA Directors will appoint one member as chairperson and another as vice-chairperson.
The TVPA Directors shall appoint a Secretary who need not be a Director, and may appoint an Executive Director to manage daily operations and staff.
The TVPA commences with its operation.
The TVPA signs agreements with the Village of Mineral City for a temporary facility and services to be sared with the Village Council and Library
The TVPA executive director with advice of the Board creates staff positions and fills themThe TVPA executive director with advice of the Board creates an Oversight Committee comprised of a variety of project stakeholders
